Russia removed the Taliban from the list of terrorist organizations in April 2025 and officially accepted the Taliban’s ambassador to Moscow in June 2025.
These steps are considered important steps taken by Russia towards normalizing diplomatic and economic relations with the Taliban.
However, this recognition is not yet supported by the international community at large and there is no global consensus on the official recognition of the Taliban government.
Russia’s move is associated with its efforts to increase regional cooperation, especially due to security threats (for example, ISIS-Khorasan) and its strategic interests in Central Asia.
